Jeff Dowd is a Senior Analyst and the Lead Program Evaluator for the Office of Strategic Programs in the Department of Energy’s (DOE) Office of Energy Efficiency and Renewable Energy (EERE). Jeff has over 25 years of experience in program evaluation and performance measurement. His current responsibilities at DOE include coordinating evaluation activities across EERE; establishing standards of evaluation practice for EERE; directing evaluation studies for energy R&D investments, technology-to-market programs, market facilitation programs; STEM education programs; and providing technical assistance to EERE program offices. Jeff is leading an effort to build evaluation capacity in EERE to move the organization toward a sustainable evaluation and evidence culture. For four years, Jeff also served as the U.S. Delegate to the Energy Efficiency Working Party - International Energy Agency. Before joining DOE, Jeff was an analyst in the Energy Sector Management Assistance Program at the World Bank. He is a former Peace Corps volunteer, serving in Swaziland, Africa. Jeff graduated from Princeton University with a M.S. degree in electrical engineering.
