Ryan Zelnio

Chief Analytics Officer

Dr. Ryan Zelnio is currently the Chief Analytics Officer for the Office of Naval Research where he develops new analytics to support strategic decision making on the Navy's Science & Technology portfolio to provide future capabilities to the Navy and Marine Corps.  Previously he was the Associate Director for Tech Watch and Horizon Scanning at the Office of the Undersecretary of Defense (Research & Development) where he was responsible for developing new analytics to prevent technology surprise. Prior to that, he served as an international programs office for ONR serving as the lead for mil-to-mil S&T engagements with Canada, Europe, Israel and India. He initially joined the Department of the Navy in 2010 serving as a computational social scientist at NSWC-Dahlgren doing technology assessments for various government agencies.  Prior to government, he worked in a number of private sectors including space, finance and automotive as a computer scientist and as a research fellow at the National Academies. Dr. Zelnio received his Ph.D. in Public Policy from George Mason University, M.S. in Space Studies from University of North Dakota and a BS in Computer Science and Mathematics from Marycrest University.
